The Rule of 2 and 4 is accurate enough for in-game decisions. With a flush draw (9 outs) on the flop, multiplying 9 × 4 gives you 36%, which is only about one percentage point off from the true 35%. On the turn, 9 × 2 gives you 18%, very close to the actual 19.6%.
For high out counts (12+), the "multiply by 4" rule slightly overestimates. A common adjustment is to use outs × 4 − (outs − 8) when you have more than 8 outs on the flop. For example, a 15-out combo draw: 15 × 4 − 7 = 53%, which is closer to the true 54.1% than the unadjusted 60%.

Pot odds:
Hand odds: With one card to come (turn), you have approximately 19.6%. With two cards to come (flop, but only if you can see the river for free), you have 35%.
Decision: On the turn facing a single bet, 19.6% < 25%, so a pure call is not immediately profitable. However, implied odds (the extra money you expect to win when you hit) can make the call worthwhile if your opponent will pay off a big bet when the flush comes in.
